handles = HID_OpenDevice(PID, VID, VersionNumber, Index)

is this correct statement to get the handles..pls help me

If you mean Visual Basic 6.x (not .NET), I think it is a wrong way. For many reasons.

i already read it ,but not clear...will we get an interrupt on data received through usb

Yes. There are 2 example for USB from mikroE for mikroC PRO PIC. I uses interrupt and another is polling method.
