Sony Trinitron KV-25-F3U CRT - won't fire up from standby

Hi all. Trying to repair a Trinitron KV-25-F3U with a power issue. It has standby, but screen wont display, no sound etc.

I've already been through and recapped the board, reflowed and cant find any cracks or damaged traces on the board at all. All resistors and diodes I've checked are in spec so far. I've also replaced the following:

iC600 POWER CONTROL - STR-S6709 Q601 - 7V REG - 2SC3852A Q802 - H OUT - 2SC4927-01

When turning on, there is a brief moment of static on the screen, you can hear a relay click, and the slight sound of static around the yoke area.

I've checked in the dark and no sign of anything arcing.

Plug and board fuse are fine.

Has anyone encountered a similar problem? Any advice? Id like to measure the voltages next but as im a newbie itd be great to get some advice / pointers on how to go about this and where/ how to measure.
