Ripple is 50hz or 60hz?

I'm not sure what those IC chips do, can you explain what is going on in this circuit

If your mean by IC is that uc3844 , that is a simple PWM driver .
Where did you took those waveforms ? across the transformer ? or inductors perhaps ? or DS perhaps ?
Those are usual . it is because the circuit don't have proper snuber network , but sometimes it is inconsiderable . so we can neglect them ( sometimes ) .
