Programming microcontrollers and FPGAs via JTAG

Is it possible to create a generic USB JTAG cable (using FT232H) that can program any device?

IF the hardware is all the same, then all I'd need to do afterwards are several programs/scripts in order to communicate with each device.



Is that information correct? Or do I need specific hardware for each device's JTAG??
