are you experiencing some problems in recieving samples? where do you live? have you contacted Microchip?

i think it would be better if you discussed this issue with Microchip

yes Mchip still send samples but with restrictions
depends on the country or some users maybe blacklisted

Edit:

Oh yes, I meant to say that Microchip are still sending samples in the UK, but they have tightened up in many countries and will only send if you have a company email address.
