perl or tcl, which is better for eda scripting

Both languages are important. You might find TCL is more common however. I've used Perl to generate test vectors and I've use TCL to script individual applications like DC.
 

PERL gives more flexibility and features. At the same time many tools command line is based on TCL.So both TCL and PERL will compliment each other
