Pc controlled voltatge regulation

ok , don't beat me guys , :) , but i think i'm gonna give up this digipot, (i've got many many problems ... ) .
so 'im planning to switch to PWM , and here too i need some help .
1-will pwm through pic16f877 be accurate ( i mean how much pricise can it be ) ?
2-logically i can generate from 0 to 5 volts , am i right ?
3-i'm gonna use this voltage to test the response of some phones , so will it be stable enough , the fast that the voltage is fluctuating between 0 and 5 volts will affect my test measures ?
