You can measure phase difference between transmitted and reflected RF signal. You could use AD8302, but there are other ways to measure phase, frequency needed is fairly low. Choose frequency in a way that min and max distances have phase delays in same linear region of AD8302. For example choose ΔPh of 100° for ΔL=17m. You might have to introduce additional delay to get Lmin to be at begining of linear region of phase measurement.
