That's in fact a very rugged measurement. Externet mentioned an automated variant, using a motor. Similar methods are used in industry e.g. for tanks with layered liquids, or liquids covered with foam.
As usual, this rice level measurement is a demanding application. I have tested ultrasonic sensors as well as RF and microwave ones, so I recommend what I know will work best . As no accuracy was explicitly mentioned, nor the silo size, rice moisture and technical details like pouring rice on or off-axis, you will have to experiment. Ultrasonic distance meters are the lowest-cost devices, and I am sure they will work well. You can test laser ones, strain gauges on silo bottom or weight sensors; all combined may offer the best result, and by such experiment you can find the best solution for your particular situation.
