I have not had the chance to review your code, just got back online this morning.
Perhaps the issue is your 1MHz crystal or oscillator configuration. You could swap the crystal capacitors out for a high value pF, doing so may clear up suspicious concerning the crystal and its associated capacitor values.
Mean while I will review your code and attempt to simulate the configuration with hardware at this end.
