Motor Speed Controller Using Tl494

I have to build Motor speed controller using Tl494 for my project.
I found this circuit but I have not understood how it will limit the peak current by using Q2N2222 transistor.The function of pin 13 in this ckt is not clear.

I know that
if we apply some reference voltage to pin 13 then we will get alternate outputs at the output pins .
if we ground it we will get parallel outputs.

Someone please explain or suggest another better circuit for this.
