In my opinion, don't use any resistor in your design, since it increase thermal noise....
Especially, don't put the resitor on the signal route, which degrades gain!!! say, waste the useful power!!!
S21 of 13dB is a little small......But, whether the s-parameters are acceptable is not depends on us, please check your design spec...The spec is your design goals!!!
