I have used this technique, when VCOs don't start up in spectre and this works. Not sure, if it will help with Hspice since i haven't used it in 8 years.
Try connecting some other modules instead of identical modules and see, if it is related to the number of nodes at your installation.
Try also to start up a simulation and delay all inputs, by 10ns. but not the supply to see if it still is a problem.
Try connecting a sine wave for a supply with a small ripple and an offset.
Try plotting the outputs after a startup period.
