[SOLVED] how xilinx frequency is more, what are the techniques they are using

So why not ask? ;)

Or maybe they mean "don't use the FFT core from coregen", which is not the same as "don't use coregen for ANYTHING". For example, are you now not allowed to use fifo's generated by coregen? Or PLL's? That would just be silly and counterproductive IMO.

Or is this some flavor of homework assignment, in which case I can sortof see the point...
