There's a better way than normalizing audio samples so that peak sample value is 100%.
It's called Replay Gain (ask google for details). It scans a song and then stores a tag in file with information about track's "loudness". It's different from usual normalization, cause it fits the spectrum of a song to human sound perception model. The effect of such normalization is that You will percept all tracks as they have equal volume (even if they don't).
The track itself isn't modified, gain adjustment takes place during playback,m so the whole process is completly looseless.
Foobar2000 (great audio player BTW) supports Replay Gain natively. It can also apply calculated gain to the tracks (this will modify the file), as well as convert file to .wav (while applying gain), or to any other format, if theres a suitable plugin, You will need LAME to make mp3's, or OggEnc to make Ogg Vorbis, .WAV output is supportd without additional plygins/software.
The only drawback of Replay Gain is that You have to scan all the songs, which could take quite a while. On Pentium II @ 400MHz scanning of a mp3 file is about 12 times faster than normal playback, on Athlon running at 1GHz it was about 55x or something like that, I can't remember.
