By isolate them, I mean "insulate" them. There is no way to isolate them electrically because there will be field between. However, you use a substrate of 10 ohm.cm and it is semi-conductor (SI). You need to have a low loss dielectrics with little loss between the SI and your metallic strip. It should reduce most of the loss immediately. Best regards.
