GND routing for PCB strategy

If you want your ground to be "ground" as in universal reference plane, then plane it is.

If you only need to conduct current to that holy place "well enough" then you can draw wires.

If you have an especially filthy roommate then giving it a poor feed might be a acceptable compromise between at-part performance and infecting the ground plane with current spikes. Making lemonade out of that inductance, as it were. That would be case-by-case figuring.
 
It is an RF design...
You need a contiguous 0V plane (GND) directly under the top layer, otherwise you will not be able to get the correct characteristic impedances for the RF signals... The design shown, is for an approx 2mm thick PCB, with Rogers RO4003C core.
I cannot remember when I last did a board, that didn't have a ground plane, possibly 1986...
 
Mini-circuits is also providing layout suggestions and Gerber files of the PMA5-83-2W+ test board.

Bottom copper is continuous, except for a few through plated supply connector pins. This is also written in the layout suggestions

An important detail, the board is using plugged vias for the IC exposed ground pad.

PCB thickness is specified with 0.0087" = 0.22 mm in the evalboard drawing
