"frequency offset" of "reference clock"

could anyone tell me:

if use external crystal as a reference clock, the frequency offset of this crystal is important in a wireless transmitter. what's the special concern on "frequency offset"? It impact which performance of a wireless transmitter?

if when:
Fref=12MHz,
frequency offset=20ppm, it's enouth or not for Bluetooth/802.11b application? why?
