I finaly made it to work ( i have just cut the cable to half cca.80 cm) and now its work normal ) it looks like normal 7407 is to week for cable leght more than 1m.

One Question more . The programmer schematics shows it is a High voltage programmer and if we program PIC16F877 should the RB3 pin be tied to Ground for its effective programming or will it take it didectly .
I hope every one is familier with the RB3 senario

normally i have seen RB5 for selecting low-voltage (RB5=0V) and High-voltage (RB5=5V). If the uC donot have high voltage programming, still better to use pulldown resistor and replace 13.xxV to 5.xxV for low voltage programming.
