Hi,
While Solving EM and IR drop in a layout design, suppose the release is to happen and only one of them can be solved, which is recommended to be solved and which can be waived?

Everything depends to your circuit mission profile, so your EMIR analysis should be configured for given profile, and thus your yield requirements determines what you can waive what not. However, point is to make design in such way, that EMIR check passes for given profile.
 
I recommend you solve the schedule's weak correlation to reality. And not by doing a half-a$$ed design job.

It is peculiar that "only one can be solved" when they both
come back to "too much current for the metal width" and ought to want the same mitigation. This is not an either/or kind of problem. It's a "needs more, and even more" kind of problem.
