In my mind, cap has the function of averaging?

Yes, capacitors does not like when someone try to change their voltage, like inductors does not like someone to change their current... more details?

Sometimes analog looses ther memory so counting is another approach, or a mix of both like in sigma-delta with longer/slower integrator ramps.
