Somebody designed a SIGN BOARD with PIC and CD4094

Here is the diagram I am doing, I use CD4015 for 7 ROW and CD4094 for the COLUMN, of course it is only a part of the design, I want to use a PIC16F877 or PIC18F452 for the controller board (here is not include too), and want to use PICBASIC or PROTON for the software.
Somebody can helpme with the software.
