As I told you before, the concept is the same,
But I think you didin't understand it well,
Anyway, i will try to simplify it more than above..
You will do it in two steps:
1) You will shift all range
down to get the 1.65V now 0V, i.e. you will use down clamper (sometimes called voltage level shifter, tell me if you don't know it) to make this..
after this step: you have a new range from: 0 to 3.3-1.65=1.65V (what you need)
2) [You don't need to make this step for your current case], assume that the upper limit wasn't 1.65V but another value (say 2V), then, to do, after first step, you will use an amplifier to expand the range..
