Yes you can test as well as debug your code in Proteus.

you can checkout sample designs in help menu. You can easily get idea about proteus simulation from it.

You need a program compiler. You use Keil for either C or ASSEMBLY. Compile the code into hex and load to Microcontroller in Proteus.
