z-transform for Gear2 method in "The designer guide to spice and spectre"

I was trying to get the formula of Gear2 after z-transform in Ken's The designer guide to spice and spectre.

I can get eq4.23 \[ v(t_{k+1}) = \frac{4v(t_{k}) - v(t_{k-1})}{3-2\sigma} \]
and I need some help on eq4.24 \[ V(z) = \frac{4zV(z) - z^2V(z)}{3-2\sigma} \], Z-transform on this eq.4.23
and How does it get z based on 4.24 cuz if we cancelled out the V(z) on both side and I get \[ z = 2\pm\sqrt{1+2\sigma} \]
