Xilinx ISE 6.1i library problem...

Is there any possibility for ISE 6.1i licensed version to be used as a platform for Xilinx families 4000, 4000E, Spartan and SpartanXL.
If not why does the software contain libraries for those families ?

no this family are not supported.
you must use old 4.1 or earlier version of ise.
