If the voltage on the emitter of Q (the load voltage) drops due to an increase in load current, the base - emitter voltage on Q tends to increase, since the base voltage is held constant by the zener. This causes more base current to flow, thus increasing the emitter (load) current, compensating for the tendency for the output voltage to drop.
