Winsock programming for streaming video

Hello,
I am testing a modules with LAN interfaces that are interconnected together and at the same time each connected to one of two laptops via TCP-IP. Supported protocols by the device are TCP-IP, PING, ARP and UDP for tcp reset only. Also, it allows to send data only one way.

I was able to connect via telnet and transfer text in HDLC mode. I was looking for programs to stream multimedia data and tried a couple, however I cannot transfer anything through.

I was thinking that maybe socks would help in me to do that?
Are there maybe prewritten scripts for that purpose (transmit/receive)?
