Why Xilinx has released ISE 6.3i not 7.1i?

why will 6.3i not 7.1i?

after many days delay,xilinx has released ise 6.2i sp3,AND announce will release 6.3i on 2004.9.
from ISE 4.1i,they alwayes 4.1i->4.2i,5.1i->5.2i,but this time,they will 6.1i->6.2i->6.3i.
 

why will 6.3i not 7.1i?
