Why is the Row Decoder in SRAM Designed with Full Custom Digital Flow?

When designing SRAM (Static Random-Access Memory), why is the row decoder typically implemented using a full custom digital flow instead of the standard cell flow?

the entire SRAM is custom design, not only the row decoder. I think your premise is broken.
