why in array antenna shouldnt optimize power of transmitter?

assume that you have sar and you like to optimize the pattern of antenna i have seen a lot of paper which they work on only phase and amplitude rx and phase tx
why dont they work on power of tx on element?
 

Manipulating the power of individual elements adds complexity to the design. It requires additional circuitry and control mechanisms, which can increase the overall cost and complexity of the antenna system. Adjusting the power on specific elements could potentially cause interference issues and might violate certain regulatory standards
 

Question is not clear to me. Maybe you referring to beam steering? E.g., it is cheaper to make passive beam steering based on signal processing os waveforms from receiving antennas. Active beam steering is more robust, and only area of interest is illuminated by microwaves and there is no power wasted, less reflections. But all those phase shifters or switches on tx path are too complex and expensive for most products (probably it will change very soon). Link to the paper would be helpful.
 

for example if you refer to some papers which they publish in ieee most of them work only on them
