why global skew not local is of importance in clock tree building

why global skew not local skew is of importance in clock tree building

Hi all,

im using cadence encounter. For CTS we give tool, clock tree spec file that has inputs like min phase delay , max phase delay and max skew paramters etc. My understanding is that Max skew parameter that we are mentioning is of Global skew but not local skew.
My question is Why mention Global skew numbers when u already provide tool min phase and max phase delays in the spec?
My understanding is that
Global skew = max phase delay - min phase delay

so, please explain how global skew parameter is helpful in CTS rather than local skew numbers.
Kindly correct me if my understanding is wrong.
