why FM sensitivity input of all FM IC tested under SNR=26db

I cann't find the answer from Internet, really gloomy

Pls help .

for example:
TEA5992
FM sensitivity (at 26 dB S/N) 1.0 μVemf
 

fm 26 db snr sensitivity

How about this assumption:
- it's a meaningful value for minimal acceptable tranmission quality
- it's an arbitrary choosen value, now it's a tradition

If so, what would you expect to find on the internet?
And, unless you're writing a historical radio compendium, what's the purpose of knowing the answer?

hi, thanks for your answer.
A new engineer just graduated from university asked me .
Although I used to think 26db SNR is our human 's clear-listen threshold, but I cann't find anymore on the Internet to give him a proof.
