Why does shrink factor in different IC technology is typically less than proportion of technology size squared?

Hello,
Why does shrink factor in different IC technology is typically less than proportion of technology size squared?
for example, imagine we want to immigrate from 250nm to 180nm. for a given IC, I expect shrink factor in best situation would be (250/180) squared. what makes this shrink factor lower that the maximum and sometime shrink factor = 1 ?
