Why do we have to use STB signals in 2x transfer mode? (AGP protocols)

I have a question about STB signals in AGP protocols. Why do we have to use STB signals in 2x transfer mode? Why can not we transfer data in the rising and falling edge of CLOCK instead of STB signal?
