Why divide 6 to get maximum impedance?

If you look at the sources as resistors in parallel, then R(single) = 6R(total)

E/I = R(total)

Substitution to solve for R(single)

E/I = 6R(total) = R(single)

QED.

Of course, some assumptions are made that are not explicitly stated in the question.
