It's an original National Semiconductor part. NS was acquired by TI in 2011. Microchip is apparently supplying the part as second source.

When a design has expired it's patent it may be second sourced by any Mfg without royalty payments, They may copy the design or pay a fee for the source code of the layout.

Such is the case for this generic CMOS Op Amp.

There are now many sources.
