who can tell me the meaning of ! in the skill languange?

hi,everyone

i found the if( ! ... in the libInit.il file. i just know this is a skill language function. but i can't find the meaning in the help file.

so who can tell me the meaning above (if( !...).
 

It's the negation operator. Means "not".
