I don't think you can get it free from their web site
 

There are some libraries inside the root install dir of dc:
$SYNOPSYS/libraries/
check it, you will found some LSI libs

design compiler user guide.
I upload them for you, and these files is new for 2003 version.
You can't excess into synopsys website if you have no account.
