Which specification is easier to meet in EMI susceptibility?

EMI problem.

I have a question,

which specifications are easier to meet in EMI susceptibility .

1 : 10 Khz to 1 Ghz @ 75V/meter

2: 1 Mhz to 15 Ghz @ 75 V/meter.

i want to know the problems associated with change in frequency and the complexity involved with the above two specifications.

Re: EMI problem.

The 1MHz is easier to meet as lower frequency is more difficut to be stopped by some materials.
