which is the best modelsim or xillinx ?

ModelSim Xilinx Edition is the Xilinx version of ModelSim which is based on ModelSim PE.
 

Modelsim is more of simulation and analysis tool not a project development tool. Xilinx ISE is a project development tool. However the inbuilt simulator in xilinx is not as professional as modelsim. modelsim has lot of features, tools to completely analyze your simulation. So if u r thinking of simulating, analyzing your code use modelsim.
