[SOLVED] Which circuit is better? LC or CL?

We used to use a 100n cap for every ICs. But in some new design there is ferrite bed (L) in combination with 100nf cap. The question is which combination is better? we have two: LC and CL? like below images:

The capacitor has to be directly on the IC to prevent the supply dropping during transients so only the first combination make sense.
