i wana start matlab i dont know how to
shall i start with understanding
small program in it

Well, like any programming language start learning the syntax and semantics first.
Then start doing small and simple programs and move your way to harder ones and try thinking of ideas and programs to do with MatLab. Of course you will have problems and by solving them you will learn.
