Where are utilization bounds used in practice?

I've been reading a lot of academic papers about utilization bounds for testing real-time schedulability. It's easy to find papers discussing utilization bounds, but my google searches aren't turning up many real-world applications of utilization bounds.

What are some real-world systems, protocols, etc that actually use utilization bounds to test whether workloads are schedulable?
 

You use it when you do runtime analysis before implementing the detailed design.
