Min/Max Values are the represent the range of value the particuler pararameter might have. The variation is not because of the length of the traces . The range is dependent on the process used to manufacture the device/ The Voltage used to power up the device and temperature under which the device is performing. These variations and the effect these variation have on setup/hold and other parameters are computed during characterization

Dear Dude,
The range is the minimum and max setup,or hold time the IC can with handle without error. This value are given by FAB since during FAB there will be process varition called PVT corners. If u design the IC with the said values the IC works well.

Every parameter in an Ic design should be given a small amount a redundancy(max/min) because what comes out of the foundry may not be 100% as accurate as your design. So max/min redundancy is designed to make it work well.....
