When does a fuse become mandatory (<60V, low current) ?

I just did a quick search through the IEC6010 standard regarding fuse requirements.

If I'm correctly interpreting the standard, fuses are mandatory for circuits connected to MAINS "9.5 Overcurrent protection" Agreed

However for a "9.3 Limited-energy circuit"; low voltage < 60Vdc, and current limited( <2.5A) by virtue of the impedance of the source, it appears that a fuse is not necessary.

Is this correct or am I incorrectly interpreting the standard?
