You mean the pink ones? They are the real space the component will occupy once welded. If you have ever seen a SMD PCB you will see resistors and capacitors with tin lead at both ends covering the pad. That's because tin lead needs a surface to be spreaded once molten, otherwise the component wouldn't endure.
I think, names are a bit arbitrary in this regard, but actually the thermal relief isn't part of a routed connection. It's an autogenerated copper feature for a pad placed on a copper pour.
