What's the fuse rating of Phillips TV T4E250V?

I have this fuse from a Philips TV, its rating is T4E250V, what is the ratings for this fuse?

I replaced it with a 4A 250V fuse but when I am plugging the TV, not yet turning it on, the fuse already blows.
