Simplex is a classic method for solving linear programming problems.
I think you can try google using "linear programming solver".
But actually simplex method is kind of simple you can even write a solver yourself. You may end up with looking at integer programming or more generally known as "knapsack problem". Use google to get more info.
Hope this helps.

Does anyone know what's "simplex "tools , Can anyone introduce it ? Thanks
Simplex now aquired by Cadenxx inside its VoltageStoxx EDA tools is used for IR drop
ground bounce simulation. You will get a graphical output after you inject enough current for
your simulation, say 500mA with VDD=3.3V and you will see a distribution of IR drop inside
your chip and you can check comparatively which part inside your chip is lacking of good
VDD/GND routing
