what wrong with my circuit

my pic16f877a have input current but nothing current and voltage for the output..my connection is good after i check...what my circuit problem???

i think my component on my circuit failure.. mybe crystal or ceramic capacitor... how can i check it working or not?

measure the voltage on pins connected to crystal.. there should be around 2 or 3V measured.......
